10 A change in title, grade or salary may occur on reassignment and frequently changes in all of them occur on promotion. Changes may occur separately, however, through revision of the HR plan or the salary scale or due to other technical reasons. The effective date of any change in grade or salary is governed by the provisions of Staff Rule
