​​​10    Staff Rule 610.5 provides that no salary shall be paid to staff members in respect of periods of unauthorized absence from work unless such absence was due to reasons beyond their control.

20    The withholding of salary under Staff Rule 610.5 for unauthorized absences may not take place until a determination has been made by the Assistant Director-General Business Operations (ADG/BOS)1 to this effect. In any given case the ADG/BOS determines whether this Staff Rule is applicable on the basis of the relevant circumstances, which should be explained in detail in a submission to Director, HRT before any other action is taken.
