10 Staff members whose performance has been certified by the supervisors as being satisfactory shall be entitled to a within-grade salary increase of one step upon completion of each unit of service time as defined in Staff Rule 550.2.
20 When an appointment is confirmed, the staff member is granted a within-grade increase if eligible under Staff Rule 550. For staff members holding fixed-term appointments subject to a period of probation, the date of entitlement shall not be earlier than the date of confirmation of the appointment except as provided in Staff Rule 480. When, at the end of a probationary period that has not been extended, a staff member becomes eligible for a within-grade increase, the effective date of the within-grade increase is the first of the month which is nearer, but not earlier than, the date of confirmation of the appointment. For a staff member transferred from another United Nations organization, the effective date of the within-grade increase is determined by giving full credit for the service time earned with that organization and may therefore be retroactive subject to satisfactory completion of the probationary period (see Staff Rules 480.1.3 and 480.1.4). For a staff member whose appointment has been converted, the effective date of the within-grade increase is determined in accordance with section III.5.17 Conversions of temporary appointment to fixed-term appointment.
30 When a staff member becomes eligible for a within-grade increase after an extended probationary period, the effective date of the increase is determined as follows:
- if the extension resulted from performance which was not fully satisfactory, the effective date is the first of the month which is nearer the date of confirmation;
- if the extension was to permit an adequate evaluation, or if it was the result from delay in completing the Performance Management and Development System (PMDS) effective date is normally the first of the month which is nearer the date of confirmation. However, in such cases, the within-grade increase may be granted retroactively to the first of the month nearest the date of completion of either the initial probationary period or that of any of its extensions, as decided by the supervisors, and.
- in the case of a staff member transferred from another United Nations organization, the within-grade increase may be granted retroactively (see Staff Rules 480.1.3 and 480.1.4) in order to give full credit for the service time earned in the previous organization subject to satisfactory completion of the extended probationary period
40 Staff members whose appointments have been confirmed are entitled, within the limits set out in the last sentence of Staff Rule 550.1, to subsequent within-grade salary increases if their performance continues to be satisfactory and they complete the necessary amount of service time (see Staff Rule 550.2).
50 If a staff member's appraisal report is not fully satisfactory, their within-grade increase may be withheld for up to twelve months. If the report is unsatisfactory, their appointment may be terminated subject to the provisions of Staff Rule 1070. At the end of the period for which the within-grade increase was withheld, a new appraisal report is completed and a decision taken on whether the within-grade increase is to be granted or further withheld or if the appointment is to be terminated.
60 If the within-grade increase is to be granted or withheld, the supervisor enters the decision in GSM. The next within-grade increase due date will be automatically updated and the staff member will receive the appropriate notification.
