​​​​10    The following summary shows when the concurrence of headquarters is required for changes of status affecting staff in regional and country offices:

20    HR actions concerning Professional staff:

 

Without prior headquarters concurrence

With prior headquarters concurrence

 (a)    extension of fixed-term appointments up to and including P.6/D.1 level, except the posts of WHO Representatives

 (b)    granting of continuing appointments up to and including P.6/D.1 level, except the posts of WHO Representatives (applicable upon inter-agency transfer only)

 (c)    change of name

 (d)    change of duty station

 (e)    special leave without pay under Staff Rule 650

 (f)     return to duty from special leave  

 (g)    promotion under Staff Rule 560.1 up to and including P.6/D.1 level except the posts of WHO Representatives

 (h)    reassignment up to and including P.6/D.1 level except the posts of WHO Representatives

 

 (i)    extension of fixed-term appointments at D.2 level

 (j)   granting of continuing appointments at D.2 level (applicable upon inter-agency transfer only)

 (k)   reduction in grade above P.6/D.1 level 

 (i)    change of nationality

 (m)    special leave with pay under Staff Rule 650

 (n)    sick leave under insurance cover under Staff Rule 750

 (o)    change of recognized place of residence

 (p)    withholding of pay for unauthorized absence

 (q)    promotion to D.2 level or above

 (r)    reassignment to D.2 level and above

 (s)    any action involving an exception to a Staff Rule unless a specific delegation of authority to do so has been given.

 

30     Actions concerning General Service staff:

Without prior headquarters concurrence

With prior headquarters concurrence

 (a)    extension of fixed-term appointments

 (b)    granting of continuing appointments (applicable upon inter-agency transfer only)

 (c)    promotion under Staff Rule 560.1

 (d)    reduction in grade under Staff Rule 560.1 

 (e)    change in title

 (f)    change of name

 (g)    change of nationality

 (h)    special leave without pay under Staff Rule 650

 (i)    return to duty from special leave

 (j)    reassignment within region

 (k)    special leave with pay under Staff Rule 650

 (l)    sick leave under insurance cover under Staff Rule 750

 (m)   reassignment outside region

 (n)    change of recognized place of residence

 (o)     withholding of salary for unauthorized absence

  (p)    any action involving an exception to a Staff Rule unless a specific delegation of authority to do so has been given.
 

 

40    For project staff at grades P.6/ D.1 and below and for staff in positions subject to local recruitment (except for those at extended levels) regional offices may take action which changes a title, grade or salary or which reassigns a staff member to new duties without prior headquarters' concurrence. For other staff and project staff at grades above P.6/D.1, prior headquarters' approval of the classification of the position concerned is required (see III.2.1 Position Management, Position Descriptions, Classification, Reclassification and Related Aspects).
