​​​​10    Resignation is voluntary and a staff member may resign at any time provided that they give proper notice in writing as required under Staff Rule 1010. Resignation cannot be assumed or imposed, but is a clear written statement, tendering resignation and signed by the staff member concerned. A written notice of resignation which has been formally accepted in writing by the Organization may be withdrawn further to the Organization's consent.

20    A staff member who resigns for health reasons is not subject to the normal requirements for notice.

30    If staff members wish to resign before the end of the period of notice required,  the Organization, subject to work requirements, will accommodate them as far as possible, if there are valid reasons for requesting an earlier date.  Approval, in such case, should be requested from:

  • Director, HRT for staff reporting to Headquarters;
  • the appropriate Regional Director for staff reporting to a Regional Office, except that when shortening the notice period means that a staff member would lose certain separation benefits under the provisions of the Staff Rules, permission to waive these provisions must be sought from Director, HRT, as above;
  • Director, HRT for all staff at Headquarters and the Regional Director in consultation with Director, HRT in the Regions where disciplinary measures as set out in Section 11​ of the Staff Rules apply.

40    The HR Business Partner (HRBP)/Regional HR Officer(RHRO) concerned will give the staff member in writing notification of acceptance of resignation with confirmation of date of separation and the accepted notice period.

50    The HRBP/RHR​O concerned will upload all the related documentation to the staff member's personnel folder and inform the HR Action plan owner or their designee in order for them ​to initiate the separation action. After the separation action is initiated, the HR Administrator, GSC provides the staff member with all information concerning the separation and undertakes the appropriate administrative action.

60    Terminal indemnities are not payable to staff members who resign. An exception to this provision may be granted in the following situations:

  • A staff member who resigns for health reasons under Staff Rule 1030 may be allowed to receive those indemnities;
  • A staff member who has been served a notice of termination of appointment following post abolition and who has found a position elsewhere which they must take up before the end of the period of notice. In this event, the resigning staff member may be granted the indemnity to which they would have been entitled had they remained in service until the end of the notice period. No salary or allowances will be paid for any part of the notice period not served.

70    A staff member assigned to a 24-month duty station who resigns within six months from the date of return from travel on home leave or from the date of qualifying for it, whichever is the later, or from travel under Staff Rule 810.5, forfeits entitlement to repatriation travel at the Organization's expense for themself and family members who accompanied them on such travel. In case the staff member exercises their entitlement under Staff Rule 820.2.6 and resigns within six months from the starting date of such travel, they forfeit entitlement to repatriation travel at the Organization's expense. Exceptions may be granted by Director, HRT in case of resignation compelled by exceptional circumstances.

80    A staff member assigned to a 12-month duty station who resigns within three months from the date of return from travel on home leave or from the date of qualifying for it, whichever is the later, or from travel under Staff Rule 81​0.5, forfeits entitlement to repatriation travel at the Organization's expense for themself ​and family members who accompanied them on such travel. In case the staff member exercises the entitlement under Staff Rule 820.2.6 and resigns within three months from the starting date of such travel, they forfeit entitlement to repatriation travel at the Organization's expense. Exceptions may be granted by Director, HRT in case of resignation compelled by exceptional circumstances.

90    A staff member who leaves before the end of the prescribed period of notice without the prior consent of the Organization to either a shortening or to a waiver of that notice period will not be considered to have satisfied the conditions for resignation. Separation may then be treated as abandonment of post. In any event, no salary or allowances will be paid for any part of the notice period not spent on actual duty.

100    A staff member on a temporary appointment under Staff Rule 420.4​ may resign on giving one month's notice.  Temporary staff members appointed for 60 days or less will give the notice specified in their letter of appointment. A resignation is subject to the provisions set out in Staff Rules 1010.2 and 1010.3 as well as the terms and conditions set out in the existing WHO policy and procedures on resignation of fixed-term staff.

110    Staff members on temporary appointments of less than one year, may resign on giving the following periods of notice:

​Appointments ​of up to six weeks​​​​

7 calendar days

Appointments of more than six weeks and up to 60 days

14 calendar days

​Appointments of more than 60 days

30 calendar days
